Spartanburg County: Spartanburg County to begin 4th Street Improvement Project

Spartanburg County issued the following announcement on February 15.

BOILING SPRINGS - Spartanburg County plans to begin a much-needed road improvement project on 4th Street during the first or second week of March (weather permitting). This $3 million project will consist of important safety enhancements, like relocating an intersection and removing a sharp curve in the road.

Improving 4th Street has been a priority for Spartanburg County and the County Transportation Committee (CTC) for several years due to the number of accidents and fatalities that have happened along the roadway.

Since 2015, there have been 58 crashes along 4th Street, between Valley Falls Road and Highway 9, including four fatalities and more than 20 injuries. 13 of those injuries happened in a sharp curve. During the same six-year period, 19 crashes, including five injuries and one fatality, happened at or near the existing intersection of 4th Street and Valley Falls Road.

In an effort to improve safety, 4th Street will be reconstructed so that the sharp curve in the roadway is eliminated, and the roadway is straightened, leading to a new intersection. In the first phase of the project, a new stretch of 4th Street will be created and will connect to the current intersection of Hanging Rock Road and Valley Falls Road. A traffic signal will be placed at that intersection. The second phase of the project will include reconfiguring the remainder of 4th Street (heading toward Highway 9). We plan to begin construction on Phase Two during the 2023 calendar year.

Once this project is completed, the current intersection of 4th Street and Valley Falls Road will no longer exist. Instead, a cul-de-sac will be placed on the existing 4th Street.

We expect the work in each phase to take about six months to complete (weather permitting).

There should be minimal disruption to traffic for most of the project. We will send out areminder before the road is closed and detours are in place.

This project also involves improving the intersection of Valley Falls Road and Upper Valley Falls Road to include a left turn lane at the new Spartanburg County Recycling Collection Center that opened in December of 2021.

This project is fully funded by CTC funds, which is state gas tax money.
